Should I buy the RTX 4090?
For most players, the answer is NO. You will have to not only spend $1600 for a graphics card, but also $600 to buy a 4K 144HZ monitor or even another $3000 to replace the PC. RTX 4090 overkills most games even in 4K.

The Nvidia GeForce RTX 4090 was the first graphics card to be introduced as part of the next generation RTX 4000 and is being touted as the most powerful consumer graphics card on the market - both now and for the foreseeable future.

It's worth noting that the RTX 4090 only achieves 44fps performance in 4K at the highest preset graphics settings. That's not a bad score, though, as it beats the RTX 3090 Ti by 18fps - it just underscores the demands of open-world sci-fi gaming.
The RTX 4090 also has a huge lead at lower resolutions. It seems the new 3rd generation RT core is helping to improve ray tracing performance, and if you like to play cyberpunk in all its glory, the RTX 4090 would make a very tempting choice.
How does Horizon Zero Dawn work on the RTX 4090?
Horizon Zero Dawn is a modern open world PC game with a relatively heavy GPU. Interestingly, the Nvidia RTX 4090 doesn't see the huge gains of the Nvidia RTX 3090 Ti at Full HD and Quad HD resolutions - the latter only sees an 11fps boost.
But when the resolution is increased to 4K, it's a different story, with the RTX 4090 leading the way at an impressive 46fps. Of course, you could argue that the RTX 3090 Ti is already capable of playing Horizon Zero Dawn in 4K at high frame rates, so buying the RTX 4090 for this game alone might be overkill.
